Texas Republican state Representative Briscoe Cain proposed a new bill that would prevent state residents from buying junk food, energy drinks, candy, potato/corn chips, sweetened or carbonated drinks, and cookies with their Supplemental Nutrition Assistance Program (SNAP) benefits.

It defines energy drinks as beverages containing at least 65 milligrams of caffeine per 8 fluid ounces. Cain proposed the bill in an effort to limit the spread of diabetes and other health complications related to diet.

Some of the food items unaffected by the bill include coffee, fruit and vegetable juices without added sugar or carbonation, infant formulas, milk products/substitutes and drinks containing vitamins, minerals or protein.

If passed the bill would become effective in fall of 2019.
