Rochester got mixed results in the Thumbtack.com Small Business Friendliness Survey.

The survey was conducted in partnership with the Ewing Marion Kauffman Foundation. Thumbtack connects customers who need a job done, with contractors. The Ewing Marion Kauffman Foundation supports educational and entrepreneurial projects with grant funding.

The key findings for Rochester, based on 40 responses, include:

- A grade of B for its overall friendliness to small business.

- The No. 1 spot for being most prepared in the country for the implementation of the Affordable Care Act. The area is also rated eighth for ease of obtaining health insurance.

- Rated fifth, with an A for ease of starting a small business, but rated as having the second worst zoning laws in the country, earning an F on that metric.

- With a B grade overall, Rochester was the friendliest city in New York state towards small businesses.
