The Rochester City Council is scheduled to vote on the proposed city budget Tuesday. The $11 million spending plan is 2 percent less than last year.
The most controversial part of the proposal, eliminating the police department's mounted patrol unit, will not happen.
Instead, four officers and five horses would remain in the unit with three officers moved to the tactical unit.
The city would save about $11 million by taking part in the state's pension smoothing program, allowing pension contributions to be spread over time.
