The Rochester City Council will hold a number of hearings Tuesday on the proposed city budget.
The Council will focus on the police department, fire department, emergency communications, finance and neighborhood and business development.
Mayor Tom Richards' $481 million spending proposal would allow the fire department to add four officer positions that were lost during reorganization. However, the police department's mounted patrol would be eliminated.
The formal public hearing on the budget is Wednesday night.
The city council is scheduled to vote on it next Tuesday.
